Enable Hidden Unique Items

Included in this are some of the currently obtainable uniques that are coded into D2R but cannot actually drop from any of the game's monsters. There are two standout unique items that players would like to see reintroduced, but with a bit of a tempering or reduction in power because of how ridiculously powerful they are. Players would like to see these items with a bit of a tempering or reduction in power.
